WBA Rules and Regulations
The Waterloo Basketball Association will be governed by traditional high school basketball rules. All grade levels will use a 28.5” ball except as outlined below for 5th grade. The following are additional regulations pertaining to each age group.

3rd and 4th Grades
- The games will consist of two, 20-minute halves with a running clock. The clock stops during timeouts and injuries. The clock is running until the last minute of the first half and the last two minutes in the second half.
- Teams are given three, one-minute timeouts per game. Teams will receive one additional timeout for all overtimes.
- The first overtime is two minutes with the first minute and ½ being a running clock. All additional overtimes are one minute with the first thirty seconds being a running clock.
- The defense isn’t allowed to come past half court. When a team is winning by twenty points, they must get back inside the three-point line before defending the basketball. They are not allowed to come outside the three-point arc.
- Personal fouls are now being recorded at all levels. The WBA will go by normal high school rules where a player fouls out on their 5 th foul.
- The one for two free throw rule is in effect for the whole game, including overtime. No free throw violations on the shooter and both boys and girls may start with their heels on the free throw line. Officials have the right to call off a rebound where the shooter uses this to his/her advantage on a missed free throw. A player occupying a marked lane space may enter the lane on the release of the ball by the free throw shooter.
- Normal rules apply for when a team is in the bonus. On the 7th foul, a team will shoot the bonus done free throw for 2 points.
- All traditional three-pointers will be as normal.
- If the original shot is made and the player is fouled in the act of shooting, the shooter is given a single free throw – 1 point if made.
- A three-point shooter who is fouled in the act is given 2 free throws. The first shot counts as 2 points (if made) and the second shot counts as 1 point (if made).
- If the original shot is made and the player is fouled in the act of shooting, the shooter is given a single free throw – 1 point if made.
- Technical and intentional fouls result in a single free throw – 2 points if made.
- Other than the clock being stopped, no rule changes exist in the last two minutes of the game.
- If both teams agree, the 29.5” boys’ ball can be used. If one team disagrees, the 28.5” ball will be used.

- Each team must provide 1 volunteer for the score table. One volunteer will be responsible for running the score board while the second volunteer will handle the score sheet.
- 4-minute warm up and 3 minute half-time. The 4-minute warm up starts as soon as the previous game is completed. However, no games will start before their scheduled start time unless both coaches agree.
- Teams may have any number of coaches on the bench, but only the head coach may address the officials. Any team that breaks this rule will be warned the first time. The second consequence will result in only the head coach being allowed on the bench for the remainder of the season.
- No earrings, necklaces or wristbands will be allowed. Hair must be clear of all metal and objects. Players must be basketball equipped with no metal showing. Referees will decide if equipment is appropriate using IHSA guidelines.
